Doula coverage for people with private insurance

As of January 2025, Assembly Bill 904 was passed, mandating that state-regulated public and private health plans develop a health equity plan for combating racial disparities in outcomes for infants and birthing people through the use of doula care. (Read more here)

This means that most insurance plans now include a doula benefit!

While this bill requires that Doulas be included in their plans, there is no language that mandates what is covered, or who can bill; that will be up to the individual health plans. To get a full understanding of your Doula benefit, you should call your insurance provider and ask them for an Explanation of Benefits regarding doula care. You can also ask them for a list or directory of doulas who are contracted with them.

Currently, I am able to bill the following health plans for their private insurance members:

  • Health Net

Pending Contracts for Private Insurance Members

  • Anthem Blue Cross

Some health plans allow for billing without credentialing. If you do not see your health plan listed here, you are still welcome to reach out and I can confirm your plan’s billing requirements.
